The Democratic Civil Coalition “Samoud”, a Sudanese civil and pro-democracy alliance, has called for the establishment of an independent international commission of inquiry into widespread violations committed during Sudan’s ongoing war. The demand was issued from Kampala, Uganda, during the coalition’s first formal meeting, and comes amid reports of escalating atrocities across the country.


Allegations of Chemical Weapons Use

In its statement, “Samoud” accused the Sudanese Armed Forces of using internationally banned chemical weapons against civilians, describing the act as a “grave crime” that requires urgent global intervention. The coalition argued that Sudan’s conflict has evolved from a battle for political power into a campaign of collective destruction, where civilian lives and livelihoods have become deliberate targets.


Islamist Networks Blamed for Escalation

The coalition also pointed to the role of Islamist factions tied to the dissolved National Congress Party, which it says remain entrenched in Sudanese institutions. According to “Samoud,” these groups are deliberately prolonging the war with the aim of reclaiming power through violence, displacement, and mass suffering.


Sudan’s Worsening Humanitarian Crisis

With millions displaced and the country’s infrastructure crippled, Sudan is now experiencing what humanitarian observers describe as one of the most severe crises globally. “Samoud” warned that international attention is shrinking even as hunger, disease, and lawlessness spread unchecked, leaving civilians in desperate need of aid and protection.


Key Demands by “Samoud”

The coalition outlined several urgent steps:

  • Formation of an independent, internationally mandated commission to investigate all violations, particularly the use of chemical weapons.
  • An immediate ceasefire and the launch of a political process reflecting the will of the Sudanese people, not the agendas of armed groups or external powers.
